oracle block item value copied

have tabular block which have three record or fourth record.i want when create new record the previous values will be copied to the new created record now its upto the user whetherer he changed or leave it as above.
if there the two record the second record value should be copy to third one.
how i can handle it. on which triger?

i tried to use "duplicate_record"  can any one tell me how to use duplicate_REcord in form in my scenario.

try creating a
when-new-record instance trigger

if the : system.record_status = 'NEW' and system.cursor_record > 1 then
   if :itemx is null  then  -- itemx should be an item that always has to be filled (to prevent repetitive  duplicates)
          duplicate_record;
   end if;
end if;
