duplicate songs in itunes

hi experts,

 I backup my itunes music folder to an external drive. I then formatted my hard drive and installed windows7. I restored my itunes folder but not all of my music came accross. I did another copy and now I have 2 of each song. How can I delete all the music in my itunes to start from scratch and what's the best way to transfer the music from my backup drive to my new windows 7 OS?
