One way to do that is to use a Windows services that check if and email as send in a certain mail box and then you check the content of the message. if it contains the word you can call your database and send email or  SMS. For the sms part, i know there are some cloud services that allow you to receive and send sms from rest services. In this case you have to pay a certain due for each sms sended or received. I hope i have help you on your reflection. If you need more explanation on certain part i'll be happy to tell you more.

Thanks for responding
I have used before a program to check for emails which I got from SMS to google voice  but the problem was that it was crashing every few days I assume because it was threading too many times , so I'm looking for some other solution , perhaps an already existing program , or to use google script to take care of this (I'm not familiar with JS)
But the main point is to be able to query a database from an incoming SMS or email(created from SMS as GV ) if I would know how this service called (like chase using) I assume I would be better off
Thanks

You can check for an existing api like http://www.twilio.com/sms/api. This api will send you a request by calling your rest services, then you call your BD in .net or what language you want and then you resend the information via the same API as an SMS. They have mod documentation to help you. Many services like that exist. I think is the best way for you to do that. it simple and easy to implement. But you need to pay the services. I think is free for testing.
