sysvol issues windows 2003 dc does not see sysvol on other server

I am running in to group policy issues.
server 1 (windows 2003 dc)
server 2 (windows 2012 dc) at 2003 function level.

server 1 cannot browse to sysvol location using \\domain.local

server 2 can browse to sysvol location

server 2 has all the fsmo roles.

if i ran a dcdiag on server 1 i get following results.

Perform the following steps...

- repadmin /replsum
- repadmin /showrepl

Verify that replicaiton is working properly. check event logs if it it is not replicating properly, for additional details.

On both domain controllers run the following command...
net share
Make sure that both Netlogon and Sysvol are present. If they are not present proceed below...
