Google Drive has good templates for Outlining and they are on the web and free.

Thanks for the links, but those are all for flowcharting where I am looking for an outliner.

Enter an item, make notes about the item, and move it up and down in the hierarchy.
Even a flat lister that I could make notes for each item and move it up and down in the list would work for my purposes.

Which Google Docs tool is he talking about? A free hierarchical product called Checkvist is best so far, but if Google really does have one, I would be interested in knowing what it is.

Your question was simply an outline tool.  You can make an outline in google docs just as you can in word.

Go to google.com. Go to Drive.  Or just https://drive.google.com

Create a new document.

Insert a numbered list.  Things like bolding an underlining can be done with with keyboard short cuts.  

When inserting new items and making items sub items, it is intuitive like using your tab key.

I test drove checkvist and I don't see an advantage of using that over a document.   But you may have more requirements than you have listed in your question we don't know about.

There are templates already for outlining in Google Drive too.

Just browse for one that fits your requirements.
