Mac with Parental controls Printer Paused

Hi Experts,
I have a Mac OSX Lion that giving me fits with parental controls. We are using the guest account, and when the HP Photosmart wifi printer queue gets paused for one reason or another, it prompts for admin password to unpause the printer! Is this normal? How can i fix it so the guest can unpause the printer without being prompted for password? but still can't install new software, etc.

the owner/admin should open up the "system preferences"  window and click on "parental controls"
in there click in the guest user (you will have to enter the admin password if its locked)
then on the right click on the "Other" tab at the top
half way down untick the "limit Printer admin"

then save and exit
