Is there any active mailing lists & free support forum (sort of user
community) which discusses & provide support for Arcsight &
Outpost24 ?

Our Arcsight logging is not working for some servers/VMs
& I need to do scanning using Outpost24

Will Outlook 2003 or Outlook 2010 work?  That url
describes based on 2007

Arsight - Official is the  Protect 724
you have to register @ https://protect724.arcsight.com/login.jspa

Likewise, I dont really see specific site to support ArcSight.

outpost - Official (but only for customer).

So far not any free support site though and probbaly another is their blog

Overall, seclist has quite an extensive general category if you have queries for SIEMS and Vulnerability scanner. http://seclists.org/
