After logging into the Meraki dashboard it says :-

There are no Meraki devices in this network. If you add some we can help you configure them

But when I select the 'add some' link, the devices I added previously by their serial numbers and license show up, but the devices are not displaying as active in the network. Does Meraki need to work with POE switches, I have a feeling its the network switches which need upgrading ?

The access points need to plug in to a PoE switch, or be powered by power injectors.  If they're not powered, they won't show up :-)
