Right-click on the file in the Solution Explorer.

Select Open With...

Click on the Report Designer and Set as Default.

What edition of Visual Studio do you have?

The Report Designer is not provided with the Express edition.

I fired an older computer that still has VS2010 on it.

It recognize .rdlc files as reports files and offers the option, but .rdl files are not recognized.

You thus probably need to convert the .rdl to a .rdlc following the technique described at http://msdn.microsoft.com/en-us/library/ms252109(vs.80).aspx
