Dell WIN7 64-bit with IE9 - Black or white blank screen

When IE9 is launched screen is either black or white with nothing showing except the cursor. Seems it may be not just IE9 as at boot up a popup window appears from the taskbar, but, of course, cannot read what it says. Tried disabling graphics acceleration under Internet Options, but no better.

What are the error logs stating in event viewer?  Plus did you try to revert back to a known good configuration from a restore point in Windows?  Did you try opening Internet Explorer in safe mode?

Type: iexplore -extoff  in Start Search and hit Enter.

Event log error shows "Circular Kernel Context Logger" failed to start with following error: 0xC0000035. Cannot read "Details" as its box is just black. System Restore didn't work. IE in Safe Mode still has the error.

You can try using the System Configuration to troubleshoot.

Windows key + r

Type: msconfig  ----->press Enter

The System Configuration windows open.....

Click on "Services" tab -----> Click "Hide all Microsoft Services"------> click "Disable All"  -------> click OK

Now restart the computer.

Go back to the Services tab in System Configuration and turn on each service on at a time and restart after you turn it on until you reproduce the same error.  If you need assistance you can refer to this link Perform a Clean Boot in Windows 7

Plus you can use the System File Checker...

Type: cmd in the Start Search and press ctrl+shift+enter "This will open the cmd prompt with elevated privileges.

Type: SFC /SCANNOW

Note Do not close this Command Prompt window until the verification is 100% complete. The scan results will be shown after this process is finished.
