IE 11 not opening to home page

Folks,
I have set my home page so that every time IE is open is goes to hat URL. That's not happening. When I close down IE and it is not at the home page it opens with the last page I visited?

Check if your IE is using the last browsing section option, opposite to the HomePage. In order to review/change this setting, follow these instructions:

1. Open Internet Explorer's tools, and select "Internet Options"

2. On the "General" tab, on the "Start Up" hub, select the option "Start with Home Page"
