Forward button opens two windows in outlook 2010

Whenever I (or two other users I've found) forward an email, two windows open up to forward the email.

I'm stumped and Google doesn't seem to be aware of the issue.

Did you checked your mouse clicking is OK and might be any keys are stuck in your keyboard.

Mouse clicking is fine. It ended up being an Outlook add-on that I didn't have access to remove. Someone in the organization provided a reg key that prevents it from loading.
