Mobile Partnership Throttling Policy Increase Not Working

I have increased the throttling policy for mobile partnerships to 20.  When I run get-throttlingpolicy, the output includes "EASMaxConcurrency" - 20 and "EASMaxDevices" - 20.  However a user received the warning about exceeding 10 devices.  What can I check to figure out why this increase in maximum devices isn't working?

Hello,

Please try running the following command and see if it works:

Set-Throttlingpolicy "xxx" -EASMaxConcurrency $null -EASMaxDevices $null

I fixed this by applying the policy to a particular user, not everyone.

I originally applied this to everyone and that is when it wasn't working.  When I applied it to the particular user in question, it started working for him.
