In my opinion, the safest, most reliable place to download Java is the Oracle website itself. The older versions are in what Oracle calls the Java Archive:
http://www.oracle.com/technetwork/java/archive-139210.html
Here are the Java SE 7 downloads and you can see 7.45 at the top of the list (dev, jre, and server jre):

concur get it from the source (oracle.com)
Just to add a couple more pennies...
http://download.oracle.com/otn/java/jdk/7u45-b18/jre-7u45-windows-x64.exe
Do note that you'll probably want the 32-bit version, too...
http://download.oracle.com/otn/java/jdk/7u45-b18/jre-7u45-windows-i586.exe
Because even if you force IE 64-bit to run by requiring Protected Mode in both places, it still runs 32-bit tabs in the 64-bit window. Like so...e.g. see http://www.java.com/en/download/faq/java_win64bit.xml
