Why reinvent the map.

You can simply launch the standard character map from a Process object.

Got it:

        private void barButtonItem1_ItemClick(object sender, DevExpress.XtraBars.ItemClickEventArgs e)
        {
            try
            {
                System.Diagnostics.Process.Start("charmap.exe");
            }
            catch (Exception ex)
            {
                MessageBox.Show(ex.ToString());
            }
        }
