PHP CSV TABLE BUILDER

Hello, I am looking for a script similar to how constant contact works when you import a csv file.

When the CSV uploads it gives you the ability to select the column it should be in from a drop down. It will also ask if you want to ignore the column or not import it.

Any ideas of scripts that do this would be greatly appreciated.

This seems like something a professional programmer could write in a relatively short period of time if given clear specifications.  Have you considered hiring anyone?  It's not really a question with an answer so much as a requirement for application development, or at least that is the way I understand it.
