system to build html newsletter template

Hi
Our office builds a bi-monthly newsletter using a non-standard layout (4 column grid, 700px wide) and we send it out using a 3rd party mail server. I wanted to know if someone could suggest a way of building a template (wordpress plugin?) that would allow the editors to put together the newsletter each time without them having to resort to messing around with the code.
The way it works now, each time they redo the previous newsletter in Dreamweaver and I go over the code when they are finished to fix all the places where it's been messed up. I've tried using dw template, but it's a little complicated with a complex layout like we have.  Also there is also a need sometimes to get some outside people involved who do not have access to Dreamweaver.
I would appreciate any recommendations.

Is your third party mailer like http://mailchimp.com/ that has their own editor?  You can spend some time once to make a custom template then your users just enter in what they need.

Otherwise create a custom cms using http://www.tinymce.com/ or http://ckeditor.com/ where people are just entering content based on your template.  This will take a database and serverside coding.

You could also get http://www.adobe.com/products/contribute.html and you can use dreamweaver to designate what a contribute user can and can not mess with.

Unfortunately our 3rd party service is limited with their templates and there is no option for custom templates. I will have a look at your other suggestions tomorrow.

It seems that I can use Mailchimp for just the building part even though I'm not using them to actually send out the emails. Thanks for your help.
