OpenNms 1.12.3 install error - CENTOS 6.5

When i try run install OPENNMS , I got this error message as below  and cannot start the opennms , pls advise how to fix this error....

org.postgresql.util.PSQLException: Connection refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.

Your installer could not connect to the database. Check your settings.
