You should provide more details. I assume you don't want to write programs to implement an IPSec VPN, but rather want to configure one. In that case we need to know the environment - Windows, Hardware Routers capable of IPSec VPNs, ...

Very sorry this got abandoned. You are correct, I just want to configure one, or have a template. I need it so remote users using a PC can log in to Forticlient software, click on the VPN, and it will run through the Fortinet router/firewall to the network. I am imagining IPSec....

I can't tell for Fortinet, but usually you can create a config file on your device to provide to the clients.
Fortinet also can implement SSL VPN, AFAIK, which would be browser based.
You should have manuals with your Fortinet, and I'm sure the Fortinet site itself has extensive descriptions of how to create a dial-in type VPN.
