MBAM R2 Client Error

Trying to deploy MBAM (Microsoft BitLocker Administration and Monitoring) to a Windows 7 SP1 laptop client. (Dell Latitude D620). Group policies are set according to Microsoft documentation.  Server environment is (1) App server and (1) database server (SQL). Get error message - BitLocker could not be enabled. Encryption key cannot be obtained. Verify that the TPM is enabled and ownership has been taken. If this computer does not have a TPM, verify that the USB drive is inserted and available.

1. I am not using a USB drive
2. When running command: manage-dbe.exe -protectors -get C:  output is ERROR NO key protectors found.

An issue has been found: The GPO settings not in use are now set as NOT CONFIGURED as apposed to DISABLED. MBAM is now functional!
