Business needs to
1. allow logins to view video content,
2. accept monthly payments and
3. pay sales people a commission for providing referrals.
4. print checks to sales people

I would like a content management system that could do all 4.  But this question is to find php that does number:3.

Is there a plugin to wordpress or drupal?

Probably not. Usually referrals aren't paid immediately. They typically require some kind of qualification. For example, usually you want to make sure that the referral is valid and leads to further, legitimate business.

If you pay for referrals immediately via some automated plugin, then people could create thousands of fake referrals and drain your money.

That said, usually the referral system is more of a report than a plugin. You usually create a report that shows all referrals who have been qualified (e.g. been a customer for 90 days, or paid their first month, or whatever), and then you can use your payroll system to pay the calculated commissions.

So I would think about what value you want to get out of your referrals and make sure that you're getting that value before you promise a commission.
