(a)  What printer model?

(b)  Does HP have Win7 x64 drivers for that model?

(c)  Have you tried using the Microsoft drivers?   [Just click "Add Printer" on the "Devices and Printers" page in Control Panel; then click on Windows Update to get the latest driver list (takes a few minutes); and then select your model]

(a) several HP models including the HP4700

(b) HP provides their universal driver from their website

(c) Yes, same situation

We thought we had the situation fixed with all HP drivers installed and printing test pages but then I rebooted the machine and can no longer print to any of the installed printers

Must be a win7 setting

Strange.    Sounds like it may be a network issue -- try disabling your A/V see if that resolves it.    If not, check your firewall settings as well.
