Act remote access from USA to Italy

I have a USA based client that uses ACT 2013 as their client management software at their office.  I was contact by the GM of the facility who mentioned that their parent company is located in Italy and there is a person at the office in Italy that they would like to have access to their ACT server at their office.  I explained to him that the program would have to first of all be installed on the individual's computer and also a remote sync database would have to be created to install on that computer.

My question / thought is that I would assume that we would have to configure a vpn connection on the person in Italy computer to connect back to USA Act server to update info.  Is that the correct frame of though?

Any input would be greatly appreciated.  Right now doing research and fact finding for optimal setup.

While there are other methods (sync direct to the port or using IIS), setting up VPN is the safest way to sync from a security stand-point.
