What type of system?  Laptop? Motherboard Brand? any Cards installed in slots?

sometimes you can just disable the device in question if not needed.

PCI simple communication could be built-in modem on laptop.

Intel management engine drivers failed to install. Can't locate drivers for my Windows 7. Motherboard is Intel DP35DP

I have to ask, have you tried here:
http://www.intel.com/p/en_US/support/highlights/dsktpboards/dp35dp

run the automatic check & update

if everything is working just disable that device.  It shouldn't pop up again.

Disabled, rather than uninstall, and Photoshop CS6 now operates

Good.   Uninstalling it won't work.  Windows would just try to re-install
