In php.ini (C:/XAMPP/php) look for
;extension=php_mcrypt.dll
and remove the ; from the beginning, if not there then just add it to the end of the file, save and restart Apache

Make sure Apache does stop before starting it again in the XAMPP control panel, and do an hard refresh in the browser.
If still no joy. Put the following in a text file and save as phpinfo.php in your root folder
<?php
phpinfo();
?>
Load the file in the browser and search for php_mcrypt and see if it listed as loaded.

In php.ini did you uncomment any other lines?
Look for php4ts.dll and uncomment it (assuming you are not using MSSQL)

Are you sure php_mcrypt.dll is in the php/ext folder - you shouldn't have needed to download it, it comes with xampp.
