click once application not opening in ie browser

I have published a vb.dot net application to a shared folder on the sever. when i tried to open the publish file in ie  i am getting the following error

what version are you using vb6 or visual studio 2008, 2010, 2012 ?
Not familiar with VB6, in the others have you created a certificate?
solution properties | signing | create test certificate.
Check the box next to "sign the clickonce manifest"

It is Visual Studio 2010.  this error comes randomly in some client machines in production environment. (Winxp OS). i feel it got something to do with browser settings . can u suggest how to solve this issue

solution properties | signing | create test certificate.
Check the box next to "sign the clickonce manifest"  ==> it is clicked in vs2010
