Security warning for application from internet

We recently, installed server 2012.  As such the trusted sites have changed location. I've reconfigure the GPO to include all my trusted intranet and intenet sites.  The issue I'm having is a particular site needs to install an application.  When this application tries to install I'm getting a security warning. Do you want to save or run if I say OK.  I get an error "The publisher could not be verified.  Are you sure you want to run this software?  If I say run it will not install.  Is there any way to somehow add this app to something to allow it to install????

save the file and then run it to install .. you may want to change your smart screen preferences http://screencast.com/t/VV7p2zeHek  what has happened is the author did not sign the code or signed it using a certificate that your system doesn't recognize as coming from a trusted authority. (i.e. self signed certificate)

Tried that it didn't work.  I actually had to totally redo all my active X setting in order to make this work.  It took time but that did the trick

I fixed this issue by reseting my active X settings.
