I assume the World Wide Web Publishing service is started, IIS is started, and your App Pool and IIS Site are started.  Correct?

Can you access Central Admin?  If so, can you create a new web app and site and access it?  I'm trying to isolate the problem to the server vs. iis vs. one site in iis.
