encode url parameter

Hi,

I am looking at below example
http://www.avajava.com/tutorials/lessons/how-do-i-encode-url-parameters.html

I wonder why we always take utf8 as encoding as given in the example, What is special about utf8 cimpared to other encodings.
please advise
Any links resources ideas highly appreciated. Thanks in advance

UTF-8 is a widely supported character set that is good for general use. In fact, people who create software that conforms to the Java Language Specification are not allowed to call it "Java" unless it supports UTF-8, so it's guaranteed to be available any time you're using Java. That's about all there is to it.
