Create Desktop window and drop icons iton it

I am using MS Visual Studio Express 2013 for Windows Desktop.

I would like to create a window on my desktop to hold desktop icons. Something similar to Stardock Fences.

Is there someway I can move an icon from the desktop onto a form? Once on the form I want it to have the same functionality as it had on the desktop.

Any advice on how to go about this would be appreciated.

you want to build an addon for the Windows desktop? This is an ambitious project. Personally, considering Fences is only 10$, I didn't spend time on it and just paid it!

I can't see how each fences zone could be anything else then a form itself.

Or you have an application that is invisible (or 100% transparent) on which you draw border). But then you wouldn't be able to interact with the real desktop.

I don't want Fences. I gave that as an example of the functionality I'm looking for. I have other ideas that I'd like to implement.
