How to create a SQL Server CE 4.0 Database

I installed SQL Server CE 4.0.  I would like to build a database that I can use in my phone app.

I understand that once the tables have been built, I can import it into the Data folder of my phone app.

I know how to create and manage a SQL Server database.

What tools are available for creating a SQL Server CE 4.0 database.

I am still deciding between arrays and a database.

The data is from stat tables and can be read only. This is for a phone app.  I will compare memory usage.
