Is there any free tool that can allow two users to edit the same text document simultaneously?

Google Drive (previously Google Docs) can do exactly what you want – and it is free. First, create a new document via File>New>Document:

new documentThen share it with the other person, making sure you select [Can edit] on the drop-down:

share can editThen you may both edit simultaneously – you will see in real-time what the other person is typing! When you're done, you may download it as a plain text document (txt) or a number of other text-based formats, such as MS Word (docx):
