Fiscal Year data

I need to show  all log records over 30 days in the fiscal year. (Once a year at the end of the fiscal year)

Any help would be appreciated.  Below is my list.

Though this is SharePoint 2010, the actual list I am to apply this to is SharePoint 2007.  Just testing in 2010.

You can have a view that shows between 2 dates where days > 30.
Not sure about only show it once a year but you could create an alert based on that view (where something changes that changes a view) and then the alert would contain a link to that view.

View filter
fiscalYear between dd/mm/yyyy and dd/mm/yyyy
AND
LogRecords > 30

This helped to determine the fiscal year based on a given date.

=IF(DATE(YEAR(AssignToAnalyst),10,1)>AssignToAnalyst,YEAR(AssignToAnalyst),YEAR(AssignToAnalyst)+1)
