Link puzzle piece images together and change color on hover

Greetings. I'm trying to link jigsaw puzzle piece images together (so it forms a completed puzzle image on a webpage), what would be the best way. Every individual piece needs to change colour on hover and have a tooltip.

Excellent resource. For my use I need the puzzle to be displayed complete and I need to figure how to get the exact number of pieces I require e.g. 50 piece, as well as the tooltip. Will download the code and experiment.
