Vidalia (Tor) Connection Issue

I am try to connect to the Tor network thought the Vidalia Control Panel and I am encountering an issue. It stalls out when the status is at "Connecting to a relay directory."
There is an internet content filter installed on the computer. Could that be blocking a port or something? Or is it a completely different issue. I have pasted the event log below. Thanks!

Hi, could be that some ports are blocked, can you try clicking "My firewall only lets me connect to certain ports" in Vidalia's Network Settings window? If you set this Tor assumes that your firewall allows only port 80 and port 443.

Ok. I gave that a try and it still does the same thing.

Do you have any other ideas? Do you think a proxy server would make a difference? If so, what do you recommend?

What internet filter is that and can you manage it? The .. certain ports .. setting is meant to try and bypass these.

That is not the current stable version, did you try version 0.2.21?

The filter is MyWebFilter (a variation of Clean Internet). I can't really manage it, I can only submit unblock requests for URLs.
I haven't tried v 0.2.21
Can you link to that? That may be the issue.
