disable computer maintenance in windows 7 from 2012 domain

i have an issue with this computer maintenance where shortcuts are deleting from desktop and they are not broken so i dont know why win 7 deletes them. If i disable the computer maintenance from the machine itself the issue goes away. I am trying to do this via GPO on a 2012 server. I was trying to find this computer Configuration\Administrative Templates\System\Troubleshooting and Diagnostics\Scheduled maintenance\ and i dont see it under the 2012 server so i downloaded Download the Server 2008R2 and Win7 ADMX templates from here  http://www.microsoft.com/downloads/en/details.aspx?FamilyID=16f69ffe-d51b-4e02-9d02-3e57f3ccd490 and then i copied the PolicyDefinitions folder from the install location to \\your.domain.FQDN\SYSVOL\your.domain.FQDN\Policies.
Not sure if im supposed to reboot server but i dont see the Troubleshooting and Diagnostics under the GPO i created. any suggestions.

I used this for couple of the machines it happened on : http://www.ghacks.net/2010/03/30/fix-windows-7-desktop-shortcuts-disappearing/, not for the whole domain.

To have the template show:

You then need to load the files into the file into the GPO.

The quickest way to do this and ensure it works is:
* Open the policy you want to add it to.
* Go to Computer Configuration -> Policies -> Administrative Templates
* Right click on "Administrative Templates"
* Select "Add/Remove Templates"
* Add the template from C:\Program Files (x86)\Microsoft Group Policy\win72008r2\PolicyDefinitions\en-us
