this may sound elementary, but still
I would like to use windows 7/8/2008 perfmon to show alert when network usage is higher than 15% for a period longer than x seconds. and preferably wich proces is doing so.
But lets start with the alert

ie the local NIC is a 1gb connection, and a 700gb ISO copy is started using windows Explorer. for a period of 150seconds the network usage is higher than 15%. Now an alert should be given/shown. mayby run vbs script displaying a message, or start a log of the traffic of process.

how do i set this up?

We have several monitoring tool to capture these types of data,

Ex : Tivoli, CA, etc

These tools will give you current data and it will help you for reporting purpose also,

Perfmon can give you the details, But it will not trigger mail, You need to go for third party tools / Scripting techniques.

I appreciate your thoughts  on the matter

True there are many 3rd party tools out ther i could  learn, buy and install. but would like to stick with the native ms solutions. and maybe it wil not report using an email. but i know it can at least start the programm or script I tell it to start.
i would be happy to even just see it happen.
