Alert when network usage is high
this may sound elementary, but still
I would like to use windows 7/8/2008 perfmon to show alert when network usage is higher than 15% for a period longer than x seconds. and preferably wich proces is doing so.
But lets start with the alert
ie the local NIC is a 1gb connection, and a 700gb ISO copy is started using windows Explorer. for a period of 150seconds the network usage is higher than 15%. Now an alert should be given/shown. mayby run vbs script displaying a message, or start a log of the traffic of process.
how do i set this up?

I appreciate your thoughts on the matter
True there are many 3rd party tools out ther i could learn, buy and install. but would like to stick with the native ms solutions. and maybe it wil not report using an email. but i know it can at least start the programm or script I tell it to start.
i would be happy to even just see it happen.
