Another OAB question

Greetings,

First I need to say I have been searching everywhere for answers to this but am coming up with nothing.

I am having trouble with OAB. All of my cached clients are not updating the local copy.

I have updated the OAB in the EMS, restarted the services, and downloaded the address book in outlook.

The event log have no errors and show the OAB was successfully updated.

Here is the part that I cannot figure out.

On the client, if I go into C:\Users\%username%\AppData\Local\Microsoft\Outlook and rename the Offline Address Books folder and then start outlook, it creates the new folders and everything is up to date and accurate. If I delete the new folder and switch back to the original it simply will not update.

We have 650 computers on the network. We have tested this on 10 + and all are doing the same thing.

Can anyone point me in the right direction here? I am at a loss.

If this has already been answered here I apologize. I searched and read many articles but cannot figure this out.
