You can input the user name in a text file and run the following code to set the litigation hold..
GC c:\input.txt | % {Set-Mailbox $_ -LitigationHoldEnabled $true -LitigationHoldDuration 2555}

Open in new window

We just did something similar in our O365 tenant, but we used Litigation Hold for all mailboxes. Same idea as what Subsun suggested...

Get-Mailbox | Set-Mailbox -LitigationHoldEnabled $true -LitigationHoldDuration 2555

Open in new window

The command above placed all mailboxes on Lit Hold for 7 years (roughly). This will ensure that we retain immutable copies of all messages for the period of time. We can then use the eDiscovery center in SharePoint Online for searches, or we can use a discovery mailbox and straight Exchange Online Search-Mailbox commands.

This works for Litigation hold, but what about InPlaceHold?
