deploying mvc website to iis 7.5

I am trying to deploy an mvc website to IIS 7.5 and I keep getting this error.  Does anyone have any information on what this error is.  


System.IO.FileNotFoundException: Could not load file or assembly 'System.Net.Http, Version=2.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified.

I have added an entry to add this assembly, but I am still getting this error.

My web.config is attached.

Since you targetted .net version 4.0 is the  Application Pool also .net 4.0 ?
