2 users with different access to one IIS FTP folder

Hi all and thanks to anyone who can help.

IIS 7 on SVR2k8

Here is how I want the FTP to work

I want to create the following:

=USERS=
cbusa-admin
cbusa-training
private

=FOLDERS=
Training Materials
Internal
Private

=TRAINING MATERIALS FOLDER=
cbusa-admin has full RW rights
cbusa-training has R only
private should not see this folder

=INTERNAL FOLDER=
cbusa-admin has full RW rights
training should not see this folder
private should not see this folder

=PRIVATE FOLDER=
private should see this folder only

Cant seem to get isolation to work.  Can someone point me in the right direction?

Have you installed FTP Publishing Service?
