Outlook 2011 constantly syncing

We have a new Mac system that is constantly syncing from Exchange to the point where it's flashing "This folder is up to date" and "This mailbox is up to date". Schedules are set to send/receive once a minute. His mailbox is currently 5.8 gigs large.

Earlier there was an issue with a subfolder constantly downloading attachments that was "resolved" by splitting the folder into 2 sub folders and splitting the messages between the two.

What can I do to have a better Mac experience with Outlook/Exchange?

Create new profile and also try to archive some old mail.
