Internet Explorer cannot display the webpage

I have a computer that was working with Citrix just fine using Internet Explorer.  Now every time I try to go to the log in page I get "Internet Explorer cannot display the webpage".

The page loads fine in Firefox and nobody else is having this issue.  The computer does not have a virus.  Any ideas what is wrong with IE?  Here is what I tried:

I reset IE back to factory - didn't work
I uninstalled IE to a lower version - didn't work
Installed Firefox everything works fine

This is a Windows XP SP3 Computer running IE 8

Have you checked if Internet Explorer is not offline.
Try deleting temp files and check if it is set to automatically detect setting in connection tab of IE.

I deleted all temp files when I reset IE to factory.  I can get to any other web page, but Citrix so it is not offline.

did you checked for any proxy settings? if so remove the same and give a try. Check event errors too

Yes, I checked all that and don't see anything.  It appears that SP3 is corrupt, so I am trying to fix that to see if it fixes the problem.
