Before I buy this gigabit switch, could someone tell me if this can be use to setup windows 2012 cluster  running on Iscsi

It should work okay as long as it is dedicated to iSCSI traffic.

How do I verify the above switches dedicated to Iscssi traffic ? there will be a connection from the windows cluster to Lan

Dedicate NICs to iSCSI (either initiator or target) and only connect those dedicated NICs to that switch. And don't connect that switch to other switches that carry other traffic. All other services, including cluster services, should be bound to other NICs and those NICs should go through different switches.
