I can trace a particular public IP address to the carrier but is there a way to narrow it down to a vicinity in my state?

Give this a try: www.ip2location.com

It will give you an idea where it is but can be off my many hundred miles based on the information they collect.

Sorry - I don't want to pay anything for a 1-off search.  That site charges.

Put in the IP address in the search and it will give you 20 searches for free per day. Also there are numerous similar sites out there. Google "geoip lookup" and you will see.
