open cells act as locked on one computer only for an Excel spreadsheet

Excel spreadsheet shows open cells as locked on one computer only.

Worksheet is distributed by a company portal to multiple users at home by email .  Spreadsheet works well for all users but one... . When this workbook with three spreadsheets is opened with Office or OpenOffice Calc and values are input into certain cells, many cells on different sheets show as locked .

This Spreadsheet opens, populates well and calulates, and saves normally on 75 other stations in different places (not on same network).  This is the only computer on which this issue exists. There are certain cells that are locked. These  are titles, ext.

Where should I begin my troubleshooting efforts on this machine? I have not reinstalled Office, because issue is identical with another application, as indicated.

First thing I would so is take the file and save it on the local PC--then check to see if that file has full control permissions for that user on that PC for that file that is now on that PC. Open it and see if the problem persists. Second, if the issue is still there with the local file as well, I would run Office repair rather than a reinstall.
