Cannot change home page on Internet Explorer 11

I have a client that has a Windows 7 64 computer running Internet Explorer 11.  The home page is currently set to MSN.  If you change the home page in options to something else like Yahoo it keeps changing back to MSN.
The computer seems to be clean of malware and any viruses and has been scanned with everything under the sun. I have tried the following:
Reset IE
disabled all Add-Ons
Removed IE and reinstalled
Same thing happens in Firefox
Changed the Start page in the registry to Yahoo and it switched right back to MSN.
Uninstalled all Toolbars
Scanned with Malwarebytes, Tdsskiller, Hitman Pro, Roguekiller, Norton and MSE.
Created a new user profile

Go to IE11, Tools, Internet Options, General Tab.  Is there more than one home page?  There often is in some new(ish) installations. Remove any extra home pages and set your own. Make sure just one home page is left.  I think that should work.

Is this part of a domain? If so, perhaps a Group Policy is enforcing the home page.

You can also just try setting it to open a blank tab.  I'd that works go back and set the homepage you want.

Try running ADWCleaner. This will scan your computer for some malicious software that impacts IE issues. I have had success in getting this sort of issue resolved by running this program.

I found the problem.  My client had installed Advanced System Care and this version has a home page setting that overrides all other settings.  I looked everywhere and tried just about everything.  Live and Learn...
