I have a situation with a client that wants to set up a way to audit and notify him  if an exchange admin accesses an executive mailbox. He would like to implement this without the admins knowing about it or having the capability of turning it off. Is there a way to do this?

For this, you can have to enable administrator audit logging by using cmdlet : Set-AdminAuditLogConfig -AdminAuditLogEnabled $True
After that, configure the Auditing mailbox

The problem with the above solutions is that the admin can detect and turn it off. I found a program spectorsoft that will basically monitor everything
