Exchange Calendar - Undeliverable Messages

I'm able to book meetings directly on a Shared Calendar that I have been granted access to.  However, when booking this resource via an invitation, I get the following error message:

You do not have permission to send to this recipient.  For assistance, contact your system administrator.

is it room mailbox or just shared calendar?

what type of permission is assigned to the sender..........?

get-mailboxfolderpermission -id "mailbox:\calendar"
