exch 2007 submission queue is empting very slow

The queues on the server seems to get about 18,000 message or so and they go down very slowly.Is there something I can check to why this is occurring so slow?

Is it normal for your server to have 18000 mails in queue? Maybe you have open relay or you are a victim of authenticated relay attack.

Well I know that but the queue is just emptying very slow for some reason

Most probably you have ended on some black lists and also lots of messages could be in retry status. Even if the messages would be legit it could take hours or days to send such amount of mails. Well, it depends on your internet connection and exchange HW configuration.
If most of the messages are spam, it would be beter to empty the queue then sending them out.
It will remove also the legit mails. I would not delete, but rename the folder to have a backup of messages.
Or you can use exchange management shell to delete mail using some filters:

The issue ended up being a virus software appliance bottle neck...
